Yes, you can use the Dell XP install disk to install Windows on your new hard drive in the same computer.
To install, insert the CD, restart and boot from the CD. If it doesn't boot from the CD:

The computer may need to be set to boot from the DVD drive.

Every computer is different, when you first turn on the computer it should tell you what button to push to enter the BIOS. It's usually one of the following and you must push it within the first 5 seconds:

F1 F2 F10 F12 ESC DEL

Once in the BIOS you have to find the menu with the boot order and change it so it boots from the CD/DVD drive first. Every computer is a little different for this process as well so I can't give exact directions.

If your BIOS settings are correct and if you have a DVD drive, when the computer restarts if there is a message to 'press any key to boot from disk' you must press a key on the keyboard to boot from the DVD.

You can move everything on your old drive to the new drive (saves reinstalling your applications and data files) as follows: How to move Windows XP to a new and larger hard drive - Using EASEUS Todo Backup

Or you can just install XP on the new drive using your XP CD. Don't forget to round up all your application media and product keys AND backup your important data files (Documents, photos, music, etc) as they will they will need to be reinstalled.

Or, instead of reinstalling Windows, you can clone your existing hard drive to a new one (you'll probably want to use an external drive enclosure temporarily). And then you'll have software that you can use for creating periodic backups (and perhaps an external disk to back up to, depending on the reason that you're making the change).

What you are looking for is disk cloning software. If you have a Western Digital drive, you can get it free from WD (http://support.wdc.com/product/downloaddetail.asp?swid=119) or you can obtain it separately (this is not a comprehensive list and is no particular order; some are free and others are not):
